On several occasions while driving past location [name deleted] observed GDF soldiers in trucks or jeeps entering and leaving the area. [name deleted] also observed white males traveling in jeeps and groups of twos or threes in this area. [name deleted] positive that these individuals not Cubans. [name deleted] had been told by [name deleted] that Russian personnel were being flown into the interior. [name deleted] noted that the presence of Cubans or Russians in Guyana is extremely low in metropolitan areas, with the exception of Embassy officials.<\/p>\n
