Arrange for a meeting with Roberts at appropriate time and advise FBIHQ and San Francisco.<\/p>\n<p>BT<\/p>\n<p>[Page 2]<\/p>\n<p>Note: Travel of SA Hale, San Francisco to Guyana, along with Legat Oglesby has been previously approved. State Department, however, has advised of bureaucratic entanglements involving previous denial of the government of Guyana to receive official representatives of the U.S. Congress who are investigating this matter.
