In meeting requested by <span style=\"color: #ff0000;\">Consul Douglas V. Ellice<\/span> with <span style=\"color: #ff0000;\">DCM [Richard] Dwyer<\/span> afternoon of April 25, <span style=\"color: #ff0000;\">Mr. Ellice<\/span> revealed for first time that he had in his possession tape recordings of some of his telephone conversations from his home telephone covering the period <span style=\"color: #ff0000;\">November 11-18, 1978. Mr. Ellice<\/span> stated that he had informed FBI Special Agent <span style=\"color: #ff0000;\">Donald Hale<\/span> of the existence of these tapes that morning, noting that in the background of a number of calls radio transmissions between the Peoples Temple Jonestown community and their office in Georgetown could be overheard. <span style=\"color: #ff0000;\">Mr. Ellice<\/span> stated that he has routinely made recordings of incoming and outgoing calls from his residence for his personal convenience for some time. Normally he retained these tapes for 2-3 weeks and then recorded over them. He did, however, retain the tapes of the period covering the Codel visit. <span style=\"color: #ff0000;\">Mr. Ellice<\/span> said that he had not intended to make known the existence of these tapes, but that in preparation for discussions with visiting SA <span style=\"color: #ff0000;\">Hale<\/span><\/p>\n<p>LIMITED OFFICIAL USE<br \/>\nLIMITED OFFICIAL USE<br \/>\nPAGE 02 GEORGE 01915 271837Z<\/p>\n<p>and Legatt Oglesby, he had listened again to the tapes and realized that the background radio communications might be of value to the FBI and had therefore informed Mr. <span style=\"color: #ff0000;\">Hale<\/span> of their existence. Mr. <span style=\"color: #ff0000;\">Hale<\/span> requested an opportunity to review the tapes with the background radio transmissions of <span style=\"color: #ff0000;\">November 18<\/span> to determine what evidentiary value they might have in terms of the on-going proceeding in San Francisco. Ambassador was immediately informed and <span style=\"color: #ff0000;\">Mr. Ellice<\/span> repeated above to ambassador in meeting with DCM.<\/p>\n<p>2. Ambassador instructed <span style=\"color: #ff0000;\">Mr. Ellice\u00a0<\/span>to bring tapes to embassy morning of <span style=\"color: #ff0000;\">April 26<\/span> where <span style=\"color: #ff0000;\">November<\/span> 18 tapes were played at meeting attended by ambassador, DCM, <span style=\"color: #ff0000;\">Mr. Ellice<\/span>, Legatt Oglesby, and Mr. <span style=\"color: #ff0000;\">Hale.<\/span> November 18 tapes include telephone conversations between <span style=\"color: #ff0000;\">Mr. Ellice<\/span> and deceased Temple member Sharon Amos, the ambassador, several members of the embassy staff, and HFAC [House Foreign Affairs Committee] staff member <span style=\"color: #ff0000;\">James Schollaert<\/span>. They deal with embassy arrangements for aircraft to fly to Port Kaituma to pick up Codel and temple members leaving Jonestown community, as well as some cryptic radio transmissions in background. While tapes do not appear to add significantly to knowledge of events of <span style=\"color: #ff0000;\">November 18<\/span>, they do serve to establish more accurate time frame and may be of evidentiary value to FBI for grand jury proceedings. <span style=\"color: #ff0000;\">Mr. Ellice<\/span> has previously made his notes of <span style=\"color: #ff0000;\">Nov. 18<\/span> temple radio transmissions available to FBI in January but had not then revealed existence of tapes. <span style=\"color: #ff0000;\">Mr. Ellice<\/span> states that tapes do not represent complete record of all calls during this period, there are gaps<\/p>\n<p>LIMITED OFFICIAL USE<br \/>\nLIMITED OFFICIAL USE<br \/>\nPAGE 03 GEORGE 01915 271837Z<\/p>\n<p>As tapes ran out and were not immediately replaced.<\/p>\n<p>3. Ambassador, Legatt Oglesby and SA <span style=\"color: #ff0000;\">Hale<\/span> have agreed that tapes will be sent to L\/ARA Fortune in next classified pouch (May 3). SA <span style=\"color: #ff0000;\">Hale<\/span> anticipates that FBI will request <span style=\"color: #ff0000;\">November 18<\/span> tapes which include background radio transmissions as evidence.<\/p>\n<p>4. Ambassador and DCM have not yet heard tapes of <span style=\"color: #ff0000;\">November 11-17<\/span>. Legatt Oglesby and SA <span style=\"color: #ff0000;\">Hale<\/span> have stated that FBI interested in confined to tapes which have audible radio transmissions in background.<\/p>\n<p>5. SA <span style=\"color: #ff0000;\">Hale,<\/span> who departed for San Francisco early April 27, requests that FBI be informed of existence of <span style=\"color: #ff0000;\">November 18<\/span> tapes with parts of radio transmissions, and of fact that he and Legatt Oglesby have heard them.<\/p>\n<p>6. Embassy suggests that tapes be reviewed by L\/ARA upon receipt for release of requested portions to FBI.
