Re Bureau teletype to Legat, Bogot\u00e1 August 15, 1979<\/p>\n
On August 17, 1979, the meeting between Justice Department and State Department officials was concluded. A proposed strategy decided upon by those officials is to encourage the Government of Guyana to prosecute Larry Layton on the outstanding charges against him in that country.<\/p>\n
During meeting Department of Justice officials were in telephonic contact with US Attorney [William] Hunter, San Francisco, to outline and review proposed strategy with him.<\/p>\n
San Francisco should take no action at this time relative to prosecution of Layton in the United States. Similarly, you<\/p>\n

are to take no action in regard to making direct contacts with any officials of the Guyanese government.<\/p>\n
San Francisco should anticipate receiving additional information regarding the above information from US Attorney Hunter.<\/p>\n

Note: On 8\/17\/79, Roger Cubbage, Attorney, Department of Justice (DOJ), telephonically furnished above information. Mr. Cubbage stated he was not present at the meetings with State Department officials. He does not know the names of the officials from State Department who attended. Philip Heymann, AAG [Assistant Attorney General], and Larry Lippe, Section Chief, Criminal Division, represented DOJ at these meetings.
