\nSUBJECT: PRIVACY ACT GUIDANCE REGARDING RELEASE OF INFORMATION FROM POST FILES<\/p>\n
1. Embassy is authorized to make available is [its] file regarding Lawrence [Laurence] Layton to representatives from Department of Justice upon receiving a written request in accordance with the provisions of 5 USC 552A(B)(7) of the Privacy Act. Embassy is also authorized to release the expired passport of Lawrence Layton to Justice Department representatives upon request.<\/p>\n
2. It is Department’s understanding that FBI representative will be accompanying US Attorney G. William Hunter and to Assistant US Attorneys. One letter which includes the names of all persons reviewing information will meet the requirements of the Privacy Act. This letter can be signed by US Attorney Hunter and should (1) specify the information requested, and <\/p>\n

(2) state the law enforcement activity for which the record is sought.<\/p>\n
3. Post is requested to keep an accounting of all such disclosure in accordance with Subsection (C) of the Privacy Act. Post is requested to keep inventory of any copies of documents released at the request of Justice Department representatives.<\/p>\n
4. Justice Department representatives are expected to arrive Georgetown on\/about December 8, 1980.<\/p>\n
