Conoff visited Layton in Georgetown prison on December 28, 1979, and delivered letter from Layton&#8217;s father sent in care of Embassy. As per reftel, letter had to be submitted for censorship by prison authorities.<\/p>\n<p>2. Meeting took place in the office of Prison Superintendent Byron Henry. As during previous visits, Superintendent Henry remained present throughout Conoff\u2019s discussion with Mr. Layton, citing instruction from his superiors to this effect. Conoff\u2019s requests for a private interview with Mr. Layton, as well as inspection of Layton&#8217;s cell and other prison facilities, were all passed on to Superintendent Henry&#8217;s superiors.
