Jones:<\/b> \u2013Foreign Minister of Guyana Cooperative Socialist Republic, Rashleigh Jackson, in his address to United Nations yesterday defined Guyana\u2019s position on a number of important international issues. The Foreign Minister\u2019s address among other things restated Guyana\u2019s commitment to the formation of a new international socialist economic order, and the liberation of Southern Africa from white oppressive rule. The first installment of the Foreign Minister\u2019s speech follows: Mr. President, La\u2013 The (pause) history of the United Nations is in a mixture of success or disappointment. The arrangements now necessary for accommodating representatives of state to this chamber are testimony to an undesirable area\u2013 undeniable<\/i> area rather\u2013 of achievement, and is a success, advancing the processes of political self-determination which has brought us nearer to universal membership. In the context, Mr. President, Socialist Republic of Guyana is happy to welcome the Solomon Islands into our midst. But in the area of self-determination, a great deal still remains to be done, said Guyana\u2019s Foreign Minister. The need to eradicate (Pause) uh, the cancer of apartheid, separatism, concentration camps, Rhodesia and Union of South uh\u2013 South Africa, upheld by US imperialism, to defeat the arrogant resistance of the radicals\u2013 the racist radicals that they call the Rhodesian government of Ian Smith, the racist in Zimbabwe and Nami\u2013 Namibia, to restore the national rights of the Palestinians and of the people of the western Sahara and East Timor, and to become the independent of\u2013 se\u2013 secure the independence of Belize. For effective action by the international community as well as eradicating the dread Somoza regime of Nicaragua [President Anastasio Somoza]. Mr. President, self-determination remains a primordial and abiding concern. But there are other fundamental issues on which desirable change is no less urgent. The persistence of underdevelopment over large areas of the globe serves as a sharp<\/i> reminder of the magnitude of the scope of a task which will confront us. As we seek to grapple with these problems, Mr. President of the United Nations, and to bend our collective will to their solution, Socialist Republic of Guyana feels particularly pleased that you, a distinguished son of Latin America, an eminent scholar and statesman, have been chosen to superintend our deliberations and to guide our con\u2013 considerations and consultations. May I take this opportunity to acknowledge how greatly we are in debt of his Excellency (first name unintelligible, sounds like \u201cLazar\u201d) Mostov, M-O-S-T-O-V, of non-aligned Yugoslavia, who so ably and graciously presided over our activities, not only during the last general assembly but also at the three special sessions of which we sought to resolve major issues. Mr. President, the surge of particular issues which now press upon the international agenda and the keen attention they attract make manifest increasing (stumbles over words) university? universality of concern and reflect a new perception of the nature of interdependence. The main objective of an international organization remains the same as that determined upon the defeat of fascism and Nazism and the establishment of the United Nations after the fall of Hitler. It is a creation of international order which advances growth, development and the fulfillment of all<\/i> peoples of the planetary community. Such an order must however be firmly<\/i> rooted in equity and justice. This organization has never<\/i> abandoned its quest for that order, however, as each new member states have brought to our deliberations, insights and perspectives which derive from the history and national experience, perceptions of the meaning of justice and equity have been deepened and enriched through this constellation, perceptions which now informs the appropriate and necessary measures for the retaliation against the racist and the realization of the objective of complete equality. Mr. President, the key essentials of international organization are outlined in our charter. Foremost among them is the creation of conditions which will facilitate the construction of a secure peace. The attainment of such a regime of peace is premised on the promotion of the principle of self-determination \u2013 nationally and individually \u2013 and on the expansion of the parameters for increasing international, economic, and political cooperation. At the heart of the search for that secure peace lies international action which has as its central concern the rights of man. As the Secretary General observed in his report, the United Nations was intended among other things to be the guarantor of justice and peace for all nations, and most especially for defenseless or small countries which would otherwise have no<\/i> recourse in a world dominated exclusively by power politics. Doctor [Kurt] Waldheim who has served us with such distinction, the General Secretary of the United Nations went on to say, there are many situations of which military power or political influence are far more significant factors than the principles of justice and the rights of all nations as expre\u2013 as expressed in the charter. In this respect, Mr. President, the views of we socialist non-aligned countries consistently articulated over the years, that expressed most recently at the conference of foreign ministers held in Belgrade, Yugoslavia this year have manifested enduring validity. Indeed, Mr. President, it has been the special vocation of the non-aligned countries to initiate those<\/i> ideas and elaborate those<\/i> programs which have so greatly facilitated the search of the wider international community for global consensus in accordance with the charter. Mr. President, as we in Guyana ponder the reasons for a limited success in fully realizing a universally accepted regime of justice and economic equality, the conclusion is inescapable that while justice remains the over-arching\u2013 arching consideration, we\u2019re reaching\u2013 a far-reaching consideration, its achievement has been frustrated by those who have invested in the maintenance of the status quo, such as the Western imperialist powers, led by USA. Clinging to a belief in the virtue of stability for its own sake, the real conflict lies between those of us who call for restructuring and fundamental change, and others who insist on the absolute validity of arrangements and institutions, which even though embodying important elements of justice leave out of their consideration those wider aspects of which human growth, development and fulfillment dependent\u2013 depend, rather. In an equitable\u2013 in an inequitable world change is of the essence in the search for justice. The extent of our success at this and succeeding assembly consultations is creating a situation of peace. We measure it against the benchmark for our individual and corrective capacity to acknowledge the need for fundamental change and to institute<\/i> the systematic recordings dictated by that necessity. Nowhere, Mr. President, is a need for harmonization<\/i> of action more clearly<\/i> demonstrated that in the area of international economic cooperation and international cooperation to break the hold on Africa of the Union of South Africa and the manipulation of Namibia and the racist regime of Rhodesia.<\/p>\n

Thousands of nursery school children all over Guyana are provided with a free glass of milk at least each school day through a program launched by the Ministry of Education today. The milk will be coming direct from Livestock Development Company plant of Kingston. We ought to look at that in our own uh, community. We should have Richard [Tropp] look into that. The program will continue daily and expand over the next few days to cater for over seventeen thousand children attending ninety-eight (unintelligible word) schools in nineteen educational districts, countrywide this term.<\/p>\n

In Luanda, talks have been begun between Angolia\u2013 Angora\u2013 Marxist-Leninist Republic of Agostinho Neto [Resident of Angola], and Bulgaria. Communist Bulgaria, an ally of the Warsaw Treaty. The Bulgarian representative just visited Nigeria, where he also had uh, extended talks and agreements. In the Bulgarian\/Nigerian communiqu\u00e9, the two countries supported the struggle of the Zimbabwean people for freedom and independence\u2013 independence and uh, resisted sharply the regime of Smith. They also sharply criticized the intentions of the South African racist to hold elections in Namibia in a unilateral way \u2013 that means doing it your own way, without cooperating with all the nations involved \u2013 and expressed solidarity with the leadership of Southwest African People\u2019s Organization, that is, the freedom fighters of Namibia. Communist Bulgaria and capitalist Nigeria have demanded an immediate<\/i> end to the aggressive actions of South Africa and Rhodesia against neighboring countries.<\/p>\n

Head of the International Institute for Studying World Problems, Frank Radafe [phonetic] says that South Africa can produce the nuclear weapons at any time if it hasn\u2019t already done so. South Africa has all<\/i> the possibilities of producing the weapon, mainly because of the assistance given by the imperialist United States and the imperialist Federal Republic of Germany who prides itself in being the inheritor of Hitler\u2019s Third Reich, also Britain and other western NATO countries. The United States and South Africa established contact back in 1957, said the head of the International Institute for Studying of World Problems. The United States supplied the South African racist fascist regi\u2013 regime with enriched uranium, the nuclear reactor and the necessary technical specifications which would enable them to build a hydrogen bomb. That would be little hope for peace in that troubled continent, if that\u2019s the case.<\/p>\n

According to the Ethiopian Herald<\/i>, Ethiopia exported over seventy-three thousand tons of coffee this year. This brought the government income of five hundred and eighty million dollars, US. The paper said the country was able to make such a good showing because of land reform carried out in the country and also because the care the government constantly gives to development of agriculture and the sharing of the land and the wealth, the Marxist-Leninist principles, the most important branch of the country\u2019s economy.<\/p>\n

Representatives of the Guinean Republic, headed by a member of the Political Bureau of the Democratic Party of Guinea, in Decauter, D-e-c-a-u-t-e-r, visited a Soviet research vessel. Soviet and Guinean, G-u-i-n-e-a-n, specialist conduct massive experiments on the ship. The Soviet head of the expedition told the guest about some of the latest achievements of Soviet oceanographers. In the near future an oceanographic center will be built off the coast of Guinea with the help of the Soviet Union. The other scientists of the two countries will continue joint research. The center will also be the basis for opening a National Academy of Sciences in Guinea. Guinea is a close ally of the Soviet Union on the west coast of Africa.<\/p>\n

The Komisole\u2013 komsomol, it\u2019s k-o-m-s-o-m-o-l, or Young Communist League, will be sixty years old on the twenty-ninth of October, with a membership of some thirty-eight million, is the biggest youth organization in the country, with its contribution to the development of the national economy, the organization was awarded four government decorations. Its members worked on major projects across the country, building factories, electrical power stations and roads. (pause) In the 1950\u2019s, they cultivated millions of acres of virgin lands in the east sector of the country. At present, the Young Communist League members help two hundred large projects. Among these are an alloy plant, the biggest in the world, the first Soviet enterprise to start production of nuclear reactors and a two thousand mile rail\u2013 railway\u2013 new railway line through Siberia.<\/p>\n

Some sixty (unintelligible word) people were murdered in an attack by Rhodesian troops, supplied with uh, air equipment and sophisticated weapons by the US imperialist army refugee\u2013 on refugee camps in Zambia. Napalm, made by USA, and fragmentation anti-personnel bombs, also made by our tax dollars in USA, were used on the raid. Those who tried to escape were showered with grenades from helicopter troops above them. The camps were set up by the United Nations and the International Red Cross for the sick and also for women, children, and the old people. The bombs were\u2013 that were dropped were supplied by the western countries, USA and her NATO allies.<\/p>\n

While Rhodesian planes are dropping bombs on refugee camps in neighboring African countries, high ranking officials of the US State Department and the British Foreign Office are sitting down at a conference table with the head of Rhodesian fascist regime, Ian Smith, in Washington. This marks the end of Smith\u2019s two-week visit to the United States which has been protested by all<\/i> freedom-loving, peace-loving and progressive-minded nations.<\/p>\n

The Southwest African People\u2019s Organization, SWAPO, the liberation organization of Namibia, the only representative government which heads the struggle of the Namibian people for independence, had described the talks in Pretoria, capital of the fascist state of South Africa, with the five western powers and the South African leaders, as having produced practically no<\/i> results. SWAPO is re\u2013 recognized by the United Nations as the sole<\/i> and only representative of the Namibian people. Their representatives at the United Nations said that the talks had not only failed to solve the problems of Namibia, but further aggravated them and prov\u2013 provoked more difficulties for the future of Southwest Africa. The African countries are meeting at the United Nations to work out a common<\/i> position. It is said that they intend to demand comprehensive<\/i> economic sanctions against the fascist state of South Africa that\u2019s upheld by US multinationals and our tax dollars at the tune of four hundred and forty-seven million dollars just in five months alone. Because they\u2019re going to demand conic, uh\u2013 comprehensive economic sanctions against South Africa because of its refusal to accept the solution. When the Namibian problem proposed by the people<\/i> of Namibia and the United Nations and also because of Pretoria\u2019s plans to hold its own manipulated fascist elections and preserve the occupa\u2013 occupation of the country that they have held against their will for many, many generations.<\/p>\n

[President Jimmy] Carter has ordered the production of the new generation of technical new nuclear warheads that can quickly be adapted as neutron bombs. Spokesman at the White House and State Department stressed that the president ha\u2013 has not made a final decision on production of the neutron or enhanced radiation weapons<\/a> that kill only people and living things, and leave all property for the capitalist to pick up so it\u2019ll be useable to them, the rich ruling class elite. The decision to produce a new warhead and some comon\u2013 components which would allow (Pause) the con\u2013 the (Pause) conversion to neudron weap\u2013 to neutron weapons increases the president\u2019s flexibility. The spokesman described the president\u2019s action as implementation of his decision last April to modernize American technical aggressive nuclear weapons. Carter\u2019s decision to authorize production of the new weapons comes two days before Secretary of State [Cyrus] Vance and Soviet Foreign Minister [Andrei] Gromyko are scheduled to be in talks in Moscow on the new strategic arms limitation agreement. Not a good beginning, according to most stations\u2013 most radio broadcast of most NATO capitalist, non-aligned and socialist stations. It is not a good beginning for SALT talks.<\/p>\n

Meanwhile, North Atlantic Treaty Organization defense ministers have begun two days of talks in Brussels, Belgium, on the nuclear policies of the western alliance, NATO. US and her imperialist western allies. The defense ministers in the secret talks are expected to discuss progress in the Soviet-American arms limitation uh, negotiations and possibly spark the third round of T\u2013 SALT talks. Other items reportedly on the agenda include plans for modernizing NATO\u2019s arsenal of technical [tactical] nuclear weapons in Europe and the deployment by the Soviet Union of the new US missiles.<\/p>\n

Reports from Lebanon say Syrian units \u2013 peace-keeping units (unintelligible word) by the United Nations of the Arab Peace Keeping Force \u2013 will be withdrawn from some key fascist Christian areas in Beirut. It will be replaced in these troubled spots by Saudi Arabian and Sudanese troops. This is a part of an effort to boost\u2013 to boast the\u2013 to boost the ceasefire in the Lebanese capital which is almost been brought to ruin. It\u2019s one of the most beautiful cities in the world. The ceasefire brought a halt to the intense fighting between the Syrians and the fascist Christian Phalangists or right wing phalangists which is (unintelligible word; sounds like \u201ctoo fine\u201d).<\/p>\n

The Inter-American Development Bank has expressed its willingness to open lines of credit for Guyana manufec\u2013 facturers without any strings attached. This was told to the executive committee of the Guyana Manufacturer Association. The two-man IBD [IDB] team met local businessmen.<\/p>\n

Campbell hails Guyana-Cuban friendship. Guyana\u2019s Ambassador to Cuba, comrade Frank Campbell, has hailed the ties of friendship between Guyana and Cuba as an example for the rest of the developing world. Comrade Campbell, Ambassador to Cu\u2013 from uh, Guyana, socialist Guyana to Cuba, has said nothing will interfere with the continuing growing, solidarity and re\u2013 and good relationships between the two countries. Thus ends the giving of the news and comment.<\/p>\n

One last thought, Guyana has been visited by the President of Venezuela, and according to the reports, the relations have been cemented amid terms of peaceful nature. Uh, relations between Guyana and neighboring Venezuela have been cemented more than ever when President Carlos Andres Perez, Venezuelan head of state who promises to leave office this fall and then his successor is not supposed to be quite so liberal, and an outstanding Third World leader, has come to Guyana and has had a successful two-day official visit which much was accomplished to overcome differences between Guyana and the Venezuelan nation, just ten miles east of us.<\/p>\n
