1. We are not clear on what basis you assume survivors will not be given permission to leave Guyana for 72-hours. (reftel). Embassy reports some survivors may be authorized to depart as early as Monday, November 27th. Some will apparently not be released until early December. Some may be charged with crimes.<\/p>\n

2. Given the uncertainty of departure timing and numbers, state concurs with re-deployment ALCE [Airlift Control Element] at this time. However, request you maintain contingency planning for pick-up of survivors on not more than 24-hours notice, such notice to be given any time after 0600 EST November 27th.<\/p>\n

3. Our understanding is that the re-deployment of H-53’s will not occur until Hueys with extended range fuel tanks are operating to support embassy. <\/p>\n
