E. O. 11652: N\/A 1. Emergency rpt. issued Sept 13, 1977, valid until Jan 12, 1978, on application for Stoen by in loco parentis guardian Jeffrey Haas. Haas was given express authority by natural mother Grace Stoen to obtain passport on son’s behalf.<\/p>\n 2. Guyana courts have issued habeas corpus order for the boy, in part based upon California court decision awarding custody to Grace Stoen. To date People’s Temple representatives maintain physical custody of boy and his regular passport, and have expressed overt hostility to Guyana court orders.<\/p>\n 3.
