E.O. 11652: N\/A Embassy is puzzled by instructions Ref A in view of the fact a court decision is pending regarding the custody of John Stoen, and the Department’s previous instructions contained in Para 4 of Ref B, i.e., \u201cConsular officer should require proof of custody if a person other than parent claims to have sole custody of minor.”<\/p>\n Department will recall that, in addition to John Stoen\u2019s original passport which is in custody of his People’s Temple guardian, Embassy issued a temporary emergency passport (now [illegible word]) for John Stoen after Grace Stoen\u2019s presented California court order giving custody of John to his mother in an affidavit executed by her giving the attorney power in loco parentis specifically for passport purposes (Ref C).
