(Interagency Governmental Working Group on Guyana)
The focus of the working group is now centered on three primary problems. They are:
1. Funding – This problem concerns which Agency (DOD, State Department) will be responsible for the variety of costs incurred, as well as establishing statutory basis for the expenditures.
2. The identification of the deceased and subsequent disposition of unclaimed bodies.
3. Establishing the legal posture and framework for the US Government’s civil action against the People’s Temple to claim reimbursement in the US Government’s expenditures.
The above areas do not require direct participation in this group by the FBI. It is, therefore, recommended that our representative, SA [name deleted] discontinue attendance at the meetings.
