Legat, Caracas anticipates no problem with arrangement of reception of Legat and SA Hale by Skip Roberts and other Guyanese officials.

American Embassy at Georgetown has requested that proposed visit be coordinated by FBIHQ and Department of State. This merely means that the Dept. of State should send a tel to AmEmbassy at Georgetown instructing the Embassy to clear the proposed visit with the Government of Guyana authorities.

During coordination of proposed message by FBIHQ with State Dept. it might be well advised to mention that no active investigation is anticipated and that liaison is to be made to review entire investigation and that meetings will be specifically desired with Consul Douglas B. Ellice, DCM Richard M. Dwyer, Skip Roberts and

Dr. Mootoo. SA Hale will also travel to Port Kaituma accompanied by DCM. Courtesy call will be requested with American ambassador.

FBIHQ through establish liaison with Dept. of State will ensure that American Embassy at Georgetown is instructed to arrange a visit.
