ReButel March 29, 1979, and cartel April 2, 1979, concerning proposed visit of San Francisco SA Donald R. Hale to Guyana.

American Embassy, Georgetown, Guyana, requested that proposed visit of SA Hale to Guyana be coordinated by FBIHQ and Dept. of State. Embassy further advised:

“You should be aware that staff delegation from House Foreign Affairs Committee recently visited Guyana in connection with committee inquiry into People’s Temple and assassination of Congressman Ryan. Despite two requests from committee chairman to the prime minister that staff delegation be permitted to interview Guyanese officials, GOG [Government of Guyana] turned down requests on grounds inter alia that 1) GOG was preparing to launch its own inquiry, 2) murder cases against American citizens Charles Beikman and Larry Layton were still sub-judaie before Guyanese courts,

3) no guarantee that USG [U.S. Government] would be able to make available US officials on a reciprocal basis in connection with GOG inquiry. Staff delegation was therefore obliged to limit its interviews in Guyana to US Embassy officials.”

FBIHQ is requested to coordinate with Dept. of State and to advise San Francisco of the above info.
