Purpose: To advise regarding the possible deportation of Lawrence [Laurence] John Layton from Guyana, and the considerations being given for the prosecution of Layton in the United States.

Details: On 9/17/80, the American Embassy at Georgetown, Guyana, advised [2 paragraphs deleted]
On 6/5/80, Special Agent [Donald R. Hale], San Francisco Division, filed an authorized complaint in the Northern District of California at San Francisco charging Lawrence John Layton with violation of Title 18, United States Code (USC), Section 351 (A) (D), Congressional Assassination Statute. The complaint with supporting affidavit and warrant were placed under seal.

On 9/19/80, Roger Cubbage, Departmental Attorney, General Litigation and Legal Advice Section, Criminal Division, Department of Justice (DOJ), WDC, advised that the DOJ is conferring with United States Attorney, Northern District of California, regarding the prosecution of Layton in the United States. Mr. Cubbage advised that, pending prosecutive decisions in this matter, the DOJ is considering directing a letter to FBIHQ requesting that arrangements be made by the FBI for Layton’s transportation to the United States and for Layton to be escorted to the United States by Agents of the FBI.
