FBIHQ approval granted for travel of San Francisco SA Donald R. Hale, to Georgetown, Guyana, arriving in Guyana October 18, 1980, with expected return to the United States on October 24, 1980, for reasons set forth in retel.

FBIHQ approval granted for travel of BQ/MRA SA [name deleted] to Georgetown, Guyana, for purpose of assisting SA Hale in the event Layton is deported following his October 20, 1980, civil hearing. BQ/MRA SA [name deleted] should remain available for immediate travel to Guyana should same be necessary.

Note: As you will recall, on 10/10/80, the Guyanese attorney for Layton file the equivalent of a $35,000 civil action against Layton for payment of legal fees which prevented Layton’s scheduled return to the United States on that date.

The attached teletype sets forth the details of Layton’s indictment at San Francisco, the details of the civil action against Layton, and the necessity for SA Hale’s travel to Guyana.
