The following information was received from Richard McCoy, who was our Consul in Guyana and dealt on a day-to-day basis with many of the Peoples Temple members. McCoy expressed his concern for the capacity of [one line of deleted type related to Tim Carter] whom McCoy assessed as having a capacity for violence. McCoy knew that [Carter] was involved in the May 78 harassment of Katherine Hunter, a newspaper reporter whose hotel was threatened with bombing and set on fire. [Carter] is alleged to have infiltrated the “Concerned Relatives Group” and to have brought back information to Jones that the “Concerned Relatives” intended to kill him during Ryan’s visit. McCoy also knew that [Carter] was in contact with the Cuban Embassy and exchanged information with Cuban Intelligence. [Carter] is also alleged to have been given weapons and money and told to leave the Jonestown camp when the suicides began. McCoy is available to the Secret Service for further interview if requested and he emphasized his characterization of [Carter] as a person capable of violence and irrational acts.
