The Department has been informed that John Victor Stoen (DOB 1/25/72) may be brought into Amembassy by an individual who will execute a passport application on his behalf. The subject’s father has provided the Department with authorization for the application to be executed by anyone who brings the child into the Embassy. Amembassy is authorized to issue a passport to the subject provided that you have not received a local court order awarding custody of the child to his mother.
