On December 21, 1978, Regional Security Officer (RSO), U.S. Embassy, Panama, advised that efforts to ascertain if the Union Bank of Switzerland (UBS) had accounts 222-00-042-A and 121-00-135-A resulted in that the UBS will not divulge any information whatsoever and will not acknowledge if such accounts exist.

RSO advised that an attorney Tapia, Cale 31, Avenida 3A, Panama City, Panama, stated that he formed a dummy corporation known as the Asociasion Religiosa pro San Pedro S.A. during September, 1978, for Teresa Jean Buford and Carolyn Layton. Tapia advised that to his knowledge, no money was involved in the formation of the company.

On December 21, 1978, Lt. [name deleted] protect [words deleted] was contacted regarding the UBS accounts;

and he stated that the UBS is notorious for not divulging any information concerning accounts and [name deleted] has lost numerous cases whereby UBS refused to cooperate. He stated that he will attempt to obtain the necessary information and attempt to have access to the accounts and safe deposit box blocked.
