Serial 1453

Editor’s note: Serial 1453 is a virtual duplicate of Serial 1430, the text of which may be found here. The differences between the two are:

• The duplicate crosses through the introductory lines listing the agencies sending and receiving the serial; and
• The duplicate deletes the final graf.
