On December 4, 1978, Richard Martin, Vice Consul of the United States of America assigned at Caracas, Venezuela, but on temporary duty at Georgetown, Guyana, made available to Special Agents (SAs) Robert J. Oglesby, Jr. and [name deleted] one seven-inch reel of tape with take-up reel. Martin advised that he removed these reels from tape recorder at Jonestown, Guyana, on November 24, 1978. Martin further advised that on November 24, 1978, he gave these rules to American Ambassador John Burke at the Embassy in Georgetown, Guyana.

On December 4, 1978, United States Ambassador Burke gave custody of the above-mentioned reels and tape to SA [name deleted] who then marked both reels and tape for identification purposes.
