On February 12, 1979, an FBIHQ official met with officials of the U.S. Department of State at Washington, D.C. During this meeting a question arose as to whether Debbie Blakey, a former member of the People’s Temple has ever notified the FBI of any complaints regarding activities of the People’s Temple in Guyana. It is specifically important to determine if Blakey made any such allegations to the FBI prior to November 18, 1978.

An additional point of discussion of the above-mentioned meeting was the assertion that the FBI in San Francisco was furnished a report of the U.S. Treasury Department which outlined illegal weapons transactions on behalf of the

People’s Temple. The Treasury report would be in the form of a Customs report dated August 26, 1977, entitled, “Reverend James W. Jones, Peoples Temple Christian Church, San Francisco California.”

San Francisco is requested to promptly check indices to determine if Blakey has ever notified the FBI of any complaints regarding the People’s Temple, and specifically prior to November 18, 1978. Indices should also be searched to determine if San Francisco has any record of a dissemination by the U.S. Treasury Department of the above-mentioned report.
