SUBJECT: VISIT CONCERNING STUDY OF USG RELATIONSHIP WITH PEOPLES TEMPLE IN GUYANA

1. THE SECRETARY HAS ASKED JOHN HUGH CRIMMINS AND STANLEY S. CARPENTER, BOTH RETIRED FSOS [FOREIGN SERVICE OFFICERS], TO CONDUCT A STUDY OF THE RELATIONSHIP OF THE DEPARTMENT AND EMBASSY, GEORGETOWN WITH THE PEOPLE’S TEMPLE IN GUYANA AND WITH CONCERNED RELATIVES OF PEOPLE’S TEMPLE MEMBERS.

2. THE TERMS OF THE STUDY FOLLOW:

THIS STUDY IS INTENDED TO BE AN EXAMINATION OF ALL ASPECTS OF THE RELATIONSHIP BETWEEN THE PEOPLE’S TEMPLE AGRICULTURAL COMMUNITY IN GUYANA AND THE DEPARTMENT OF STATE AND THE AMERICAN EMBASSY IN GEORGETOWN, GUYANA PRIOR TO THE INCIDENCE OF NOVEMBER 18.

THE STUDY WILL ADDRESS THE FOLLOWING ISSUES IN PARTICULAR:

• THE EXTENT OF THE DEPARTMENT’S AND THE EMBASSY’S KNOWLEDGE OF THE ACTIVITIES AND PURPOSES OF THE PEOPLE’S TEMPLE.

• INTER-BUREAU AND INTER-AGENCY COORDINATION IN WASHINGTON WITH REGARD TO MATTERS CONCERNING THE PEOPLE’S TEMPLE IN GUYANA.

• THE ACTIONS AND RESPONSIBILITIES OF THE DEPARTMENT AND THE EMBASSY WITH REGARD TO THE MEMBERS OF THE PEOPLE’S TEMPLE IN GUYANA AND THE CONCERNED RELATIVES OF PEOPLE’S TEMPLE MEMBERS.

• THE PREPARATIONS MADE FOR CONGRESSMAN RYAN’S NOVEMBER VISIT TO GUYANA.

BASED UPON EXISTING DOCUMENTS AND INTERVIEWS WITH DEPARTMENT AND EMBASSY OFFICERS, AND, AS NECESSARY, OFFICERS OF OTHER AGENCIES OF THE U. S. GOVERNMENT, THE STUDY WILL EXAMINE THE RELATIONSHIP OF THE DEPARTMENT AND THE EMBASSY WITH THE PEOPLE’S TEMPLE IN GUYANA AND WITH CONCERNED RELATIVES OF PEOPLE’S TEMPLE MEMBERS FROM THE TIME OF THE EMIGRATION OF MEMBERS OF THE TEMPLE TO GUYANA UNTIL NOVEMBER 18, 1978.

THE STUDY AND ANY RECOMMENDATIONS ARISING FROM IT SHOULD BE SUBMITTED TO THE SECRETARY NO LATER THAN MARCH 1, 1979.

3. AS PART OF THEIR STUDY, MESSRS. CRIMMINS AND CARPENTER WILL VISIT GUYANA IN ORDER TO INTERVIEW INDIVIDUALLY ALL MEMBERS OF THE EMBASSY HAVING KNOWLEDGE OF THE

RELATIONSHIP. THEY ALSO WISH TO VISIT JONESTOWN, PREFERABLY ON FEBRUARY 7, RETURNING TO GEORGETOWN THE SAME DAY. THEY WILL NOT REPEAT NOT BE DISCUSSING STUDY WITH GOG OFFICIALS.

4. THEY PLAN TO ARRIVE IN GEORGETOWN ON PAA 227 ON FEBRUARY 4, DEPARTING GEORGETOWN ON PPA 228 ON FEBRUARY 9. RESERVATIONS ALREADY MADE.

5. PLEASE MEET, OBTAIN RESERVATIONS AT SUITABLE HOTEL FOR ADJOINING OR CONNECTING ROOMS, AND ARRANGE TRANSPORTATION TO AND FROM JONESTOWN.
