A. IMPROVED BILATERAL RELATIONS.

— BUILD AND EXPAND ON THE GOOD RAPPORT EXISTING BETWEEN THIS MISSION AND THE GOG AT ALL LEVELS.

— CONTINUATION OF A POLICY OF FREQUENT MEETINGS BETWEEN AMBASSADOR AND THE PRIME MINISTER/FOREIGN MINISTER TO EXCHANGE VIEWS ON BILATERAL AND MULTILATERAL ISSUES.

— PUBLICIZE AND REITERATE IN MEDIA RELEASES AS WELL AS PRIVATE CONVERSATIONS THE MAGNITUDE AND SCOPE OF USG BILATERAL ASSISTANCE TO GUYANA.

— CAREFUL CONSIDERATION BY THE USG OF ANY REQUESTS FROM THE GOG.

B. CONTINUATION OF GUYANA’S RESPECT FOR HUMAN RIGHTS AND TRADE UNION FREEDOMS.

— U.S. MISSION SHOULD ASSURE THAT USG POSITION ON HUMAN RIGHTS AND TRADE UNION FREEDOMS ARE CLEARLY UNDERSTOOD WITHIN THE BODY POLITIC OF GUYANA, BY MEDIA PLACEMENT OF PERTINENT ARTICLES, OFFICIAL DEMARCHES AND INFORMAL DISCUSSIONS.

— FREQUENT CONTACTS BY EMBASSY LABOR OFFICER WITH THE LEADERSHIP OF THE TRADE UNION COUNCIL AS WELL AS MEMBER UNIONS.

— PERIODIC VISITS BY REGIONAL LABOR OFFICER.

— CONTACT BETWEEN GOG AND AFILD AT HIGHEST POSSIBLE LEVEL.

— CAREFUL MONITORING OF THE WORK OF THE CONSTITUENT ASSEMBLY AS IT FRAMES THOSE ARTICLES DEALING WITH HUMAN RIGHTS AND TRADE UNION FREEDOMS.

C. ASSESS TO BAUXIT AT REASONABLE PRICES.

— PROMPT EXPLORATION WITHIN THE USG OF THE EMBASSY’S LONGSTANDING PROPOSAL TO STOCKPILE CALCINED BAUXITE WHILE DEMAND AND PRICES ARE AT PRESENT LEVELS.

— SYMPATHETIC U.S. TREATMENT TO OTHER GUYANESE EXPERTS (THIS WOULD INCLUDE U.S. ADHERENCE TO THE INTERNATIONAL SUGAR AGREEMENT).

— DEMONSTRATE SERIOUS U.S. INTEREST IN ACHIEVING PROGRESS IN THE NORTH-SOUTH DIALOGUE.

D. THE DIMINATION OF THE FLOW OF ILLEGAL IMMIGRANTS TO THE U.S.

— STRICT APPLICATION OF THE VISA LAW AND REGULATIONS BY THE CONSULAR SECTION WHICH SHOULD BE RELACTED IN A REFUSAL RATE IN EXCESS OF 50 PER CENT.

— COOPERATION BETWEEN THE DEPARTMENT AND INS TO INSURE THAT DEPORTATION PROCEEDINGS ARE BROUGHT AGAINST BLATANT ABUSERS OF THE IMMIGRATION ACT WHICH CAN THEN BE

— OBTAIN AS MUCH BACKGROUND INFORMATION AS POSSIBLE ON VISA APPLICANTS FROM OFFICIAL GOG SOURCES.

E. DEVELOPMENT OF A HELPHUL GUYANESE ROLE IN INTERNATIONAL ORGANIZATIONS IN SUPPORT OF U.S. POSITIONS.

— SELECTIVE USG CONCENTRATION ON ISSUES OF TRUE IMPORTANCE TO U.S. WHICH GOG CAN SUPPORT WITHOUT ENDANGERING ITS THIRD WORLD CREDIBILITY.

— STRESS, IN CONTACTS WITH GOG OFFICIALS, THE DESIRABILITY OF ASSOCIATION WITH MODERATE RATHER THAN EXTREME THIRD WORLD ELEMENTS IN INTERNATIONAL FORA.

— CLEARLY EXPRESS RELATIONSHIP OF U.S. INTERNATIONAL GOALS TO U.S. POLICES AND PARTICIPATION IN INTERNATIONAL FORA OF INTEREST TO GOG (E.G. ILO, UNESCO, ETC).

F. CLARIFICATION OF GOG POLICY REGARDING PRIVATE FOREIGN INVESTMENT.

— CONSTANT REITERATION TO GOG OFFICIALS OF THE IMPORTANCE OF PRACTICAL LEGISLATION ATTRACTIVE TO FOREIGN INVESTORS AS A FOLLOW-ON TO ITS FEBRUARY 10 STATEMENT ON PRIVATE INVESTMENT.

— WHERE POSSIBLE AID PROGRAMS SHOULD BE SUPPORTIVE OF THE PRIVATE SECTOR.

— FREQUENT EMBASSY CONTACT WITH THE PRIVATE SECTOR, BOTH INDIGENOUS AND FOREIGN , TO DEMONSTRATE MISSION SYMPATHY WITH THEIR EFFORTS.

G. CONTINUED COOPERATION IN RESOLVING PROBLEMS ASSOCIATED WITH THE JONESTOWN TRAGEDY.

— SCRUPULOUS ADHERENCE ON THE U.S. SIDE TO UNDERSTANDINGS MUTUALLY AGREED WITH THE GOG RELATING TO JONESTOWN AND ITS AFTERMATH.

— PRAGMATIC FLEXIBILITY RATHER THAN DOGMATIC INSISTENCE ON THEORETICAL RIGHTS AND PRIVILEGES.
