2. THE FOLLOWING IS THE TEXT OF THE POST’S IMPLEMENTATION PLAN AS APPROVED BY THE ARA INTER-AGENCY GROUP. BEGIN TEXT: IN SEEKING TO ACHIEVE ESTABLISHED GOALS AND OBJECTIVES, THE AMBASSADOR AND THE COUNTRY TEAM WILL:

— BUILD AND EXPAND ON THE GOOD RAPPORT EXISTING BETWEEN THE U.S. AND THE GUYANESE GOVERNMENT AT ALL LEVELS, E.G.,

THROUGH FREQUENT MEETINGS BETWEEN THE AMBASSADOR AND THE PRIME MINISTER/FOREIGN MINISTER.

— MAINTAIN CONTACT WITH REPRESENTATIVES OF A BROAD RANGE OF POLITICAL GROUPS AND INTERESTS.

— PUBLICIZE IN MEDIA RELEASES AS WELL AS PRIVATE CONVERSATIONS THE MAGNITUDE AND SCOPE OF U.S. GOVERNMENT BILATERAL ASSISTANCE TO GUYANA.

— ASSURE THAT OUR POSITIONS ON HUMAN RIGHTS AND TRADE UNION FREEDOMS ARE CLEARLY UNDERSTOOD WITHIN GUYANA, BY MEDIA PLACEMENT OF PERTINENT ARTICLES, OFFICIAL DEMARCHES AND INFORMAL DISCUSSIONS.

— FOSTER TRADE UNION FREEDOMS THROUGH FREQUENT CONTACTS BY THE EMBASSY LABOR OFFICER WITH THE LEADERSHIP OF THE TRADE UNION COUNCIL AS WELL AS MEMBER UNIONS, PERIODIC VISITS BY THE REGIONAL LABOR OFFICER AND CONTACT BETWEEN THE GUYANESE GOVERNMENT AND THE AMERICAN INSTITUTE FOR FREE LABOR DEVELOPMENT (AIFLD) AT THE HIGHEST POSSIBLE LEVEL.

— CAREFULLY MONITOR THE WORK OF THE CONSTITUENT ASSEMBLY AS IT FRAMES THOSE ARTICLES DEALING WITH HUMAN RIGHTS AND TRADE UNION FREEDOMS.

— DEMONSTRATE OUR SERIOUS INTEREST IN ACHIEVING PROGRESS IN THE NORTH/SOUTH DIALOGUE.

— STRICTLY APPLY U.S. VISA LAW AND REGULATIONS TO UNCOVER FRAUD EVEN THOUGH SUCH ACTION MAY RESULT IN A REFUSAL RATE IN EXCESS OF 5O PERCENT.

— PUBLICIZE, WHERE POSSIBLE, U.S. PROCEEDINGS AGAINST VIOLATORS OF U.S. IMMIGRATION LAWS.

— USE INVESTIGATIVE TECHNIQUES TO LIMIT FRAUD IN CONSULAR MATTERS.

— ENCOURAGE THE GUYANESE GOVERNMENT TO CONTINUE ITS EFFORTS TO PROSECUTE VISA “PUSHERS”.

— OBTAIN AS MUCH BACKGROUND INFORMATION AS POSSIBLE ON VISA APPLICANTS FROM OFFICIAL GUYANESE GOVERNMENT SOURCES. — SELECTIVELY CONCENTRATE ON THOSE MULTILATERAL ISSUES OF TRUE IMPORTANCE TO U.S. AND ON WHICH WE CAN REALISTICALLY EXPECT TO AFFECT THE GUYANESE POSITION.

— ENCOURAGE THE GUYANESE GOVERNMENT TO AGREE WITH OPANAL ON A FORMULA PERMITTING GUYANESE ACCESSION TO THE TREATY OF TLATELOLCO.

— MAINTAIN AN INTELLIGENCE ALERT FOR CUBAN OR OTHER FOREIGN INFLUENCES ON THE GUYANESE GOVERNMENT OR GUYANESE POLITICAL INSTITUTIONS.

— STRESS, IN CONTACTS WITH GUYANESE OFFICIALS, THE DESIRABILITY OF ASSOCIATION WITH MODERATE RATHER THAN EXTREME THIRD WORLD ELEMENTS IN INTERNATIONAL FORA.

— CLEARLY EXPRESS THE RELATIONSHIP OF U.S. INTERNATIONAL GOALS TO U.S. POLICIES AND PARTICIPATION IN INTERNATIONAL FORA OF INTEREST TO GUYANA (E.G., ILO, UNESCO, ETC.).

— REITERATE TO GUYANESE OFFICIALS THE IMPORTANCE OF PRACTICAL LEGISLATION ATTRACTIVE TO FOREIGN INVESTORS AS A FOLLOW-ON TO ITS FEBRUARY 1O STATEMENT ON PRIVATE

— WHERE POSSIBLE, DESIGN AID PROGRAMS SUPPORTIVE OF THE PRIVATE SECTOR AND OF CARIBBEAN REGIONAL INTEGRATION.

— PROMOTE FREQUENT EMBASSY CONTACT WITH THE PRIVATE SECTOR BOTH INDIGENOUS AND FOREIGN, TO DEMONSTRATE SYMPATHY WITH THEIR EFFORTS.

— SCRUPULOUSLY ADHERE TO UNDERSTANDINGS MUTUALLY AGREED WITH THE GUYANESE GOVERNMENT RELATING TO JONESTOWN AND ITS AFTERMATH.

— REITERATE OUR EXPECTATION THAT U.S. “GOOD FAITH” COOPERATION WILL BE RECIPROCATED BY GUYANA ON JONESTOWN-RELATED PROBLEMS. END TEXT.
