Re two San Francisco teletypes dated August 13, 1979, both of which were relayed to Legat Bogotá, same date.

Information contained in retels forwarded to Department of Justice, Washington, DC.

On August 14, 1979, Roger Cubbage, Departmental Attorney, requested instructions be forwarded to Legat, Bogotá to hold in abeyance any contact with either Government of Guyana, US Embassy Georgetown, or Larry Layton.

Mr. Cubbage stated that upon receipt of information in retels at the Department, a meeting between Justice Department and State Department officials was immediately scheduled to

review same.

Among other questions, Justice Department is considering whether Layton may be properly interviewed in a foreign country without a US lawyer present.

Justice Department officials may also telephonically contact US Attorney, San Francisco, to discuss information and strategy set forth in retels.

Justice Department will furnish results of meeting with State Department on August 15, 1979, too FBIHQ with appropriate comments for future handling of Larry Layton.

Upon receipt of comments from Justice Department, same will be immediately furnished to San Francisco and Legat, Bogotá.
