Pursuant to discussions with San Francisco United States Attorney and assistants with FBI, San Francisco, it was agreed that there is sufficient circumstantial evidence to warrant prosecution of Larry Layton for his participation in the conspiracy to assassinate Congressman Ryan in violation [of] Title 18, United States Code, Section 351 (A) and 351 (D), nevertheless Attorney General-Designate (AG) [Benjamin] Civiletti is reluctant to seek Layton’s extradition to San Francisco absent compelling convincing evidence.

It is believed that the Government of Guyana (GOG) has in its possession additional evidence that would satisfy AG’s reluctance. Evidence believed in possession of GOG

and desired by United States Attorney before final determination regarding extradition can be made, would be copy of report of any verbal or signed statement of Larry Layton, police diary or report of events at Port Kaituma.

United States Attorney is desirous of having copy of signed statement and any other reports GOG will make available. If GOG not willing to furnish copies determine if GOG would make available for review by Special Agent, FBI, or United States Attorney in Guyana.

Bureau requested to relay Legat Bogotá for Legat to make appropriate contacts, US Embassy, Georgetown, and/or GOG for copies of a report or permission to review evidence by United States Attorney at earliest possible convenience.
