Meeting between Justice Department and State Department officials August 15, 1979, did not reach a conclusion as to handling of Larry Layton. Meeting will continue August 17, 1979, during which decision regarding Layton should be reached.
Legat, Bogota and San Francisco are requested to hold any action regarding Layton in abeyance until meeting between Justice and State Departments concluded.
You will be promptly informed of decisions forthcoming from that meeting.
