1. On basis information supplied via Embassy to Attorney General [Mohamed] Shabbuddin from Mr. Alfred Hantman, Criminal Division, Dept. of Justice, Shabbuddin concurs in Justice suggestion that both [Vernon] Gosney and [Odell] Rhodes be requested to return to Guyana for Layton preliminary inquiry. Guyanese authorities still interested in testimony of Dale Parks and Harold Cordell, but intend to proceed with PI even if these individuals not available.

2. Guyanese authorities will meet witnesses at airport and lodge them at Tower Hotel. Attorney General states the police have been alerted to provide necessary security.

3. Attorney General concurs in visit FBI SAIC [Donald Hale] and [AUSA Michael Nerney] but suggests that to be useful it should arrive as soon as possible.
