Re FBIHQ telcal to San Francisco Supervisor [name deleted] 10/25/79.

FBIHQ is in receipt of a memorandum from Assistant Attorney General, Philip B. Heymann, Criminal Division, stating that Division is making Assistant US Attorney (AUSA) Dennis M. Nerney from the Northern District of California, available to the Government of Guyana to assist at a preliminary inquiry with respect to the prosecution of Larry Layton for the killing of Congressman Leo Ryan. The inquiry is to commence on October 30, 1979.

The US Attorney (USA) for the Northern District of California, has recommended that Special Agent Don Hale be

permitted to accompany AUSA Nerney to Guyana. FBIHQ concurs with the recommendation of the USA, and SA Hale should coordinate with AUSA Nerney to make arrangements to leave for Guyana. FBIHQ has been informed by the Criminal Division that appropriate arrangements have been made with the US Department of State and the Government of Guyana for this travel.

Note: Alfred Hantman, Criminal Division, who is coordinating prosecutive assistance to Guyanese government in this matter, advised this date, all arrangements have been made, and he was only waiting for FBI concurrence. He estimated it would be necessary for SA Hale to spend approximately one week in Guyana. Hantman indicated they would probably leave on Sunday, October 28, 1979, and SA Hale was aware of this.
