Dale Parks advised that due to personal reasons and current employment situation, he will not, repeat not, travel to Guyana to testify in Larry Layton preliminary hearing. FBI San Francisco and Assistant US Attorney, San Francisco, has exhausted all avenues of persuasion to no avail. Parks did indicate that at a later date next year he might make himself available for witness at Layton murder trial.
Bureau is requested to relay above to American Embassy Georgetown, Guyana, via State Department, Washington DC and also relay to Legat Bogotá and Department of Justice for information.
