San Francisco FBI and United States Attorney’s office has made efforts on behalf of the Government in Guyana (GOG) to persuade American witnesses to return to Guyana to testify in preliminary hearing of Larry Layton. The following persons have been contacted and have refused invitation for personal and/for medical reasons: Dale Parks, Monica Bagby, Juanita Bogue, Harold Cordell, James Cobb, Jr., and Charles Garry. Most witnesses desire to assist GOG and would make themselves available for sworn depositions should prosecution desire to travel to United States.

It is suggested that GOG consider travel to US to obtain depositions, and that Director of Prosecution Ramon [Emanuel Ramoa] and/or

prosecutor Persuade [Vishnu Persaud] review FBI report for possible suggestions for alternate witnesses other than those listed above who have refused. It is believed that all members of the Parks, Bogue and Cordell family would likewise refuse travel to Guyana.

Bureau is requested to relay to American Embassy Georgetown, Guyana via US State Department. Also relay to Legat Bogotá and Department of Justice, Washington, DC.
