Information received from American Embassy, Georgetown, that subject Larry Layton will be released from Guyanese custody on October 6, 1980. USA [US Attorney], San Francisco anticipates federal grand jury indictment October 3, 1980.

USA and SAC, San Francisco, concur in strongly recommending that Special Agents of the FBI escort Layton’s return to the US upon his release by Guyanese authorities.

Bureau is requested to approve travel of San Francisco SAs Donald R. Hale and [name deleted] to arrive Georgetown on October 4, 1982 maintain liaison with Guyana authorities and ensure Bureau interest. Bureau also requested to approve

travel of BQMRA case agent SA [name deleted] to travel to Georgetown with sidearms on October 7, 1980 and return the San Francisco agents and subject to San Francisco on October 8, 1980.

No notification of travel should be made available to the Government of Guyana until official notification by Department of Justice that indictment is forthcoming. On receipt of DOJ approval unintended indictment, San Francisco will furnish Bureau complete itinerary.
