FBIHQ authority granted for the travel of SA Donald R. Hale and [name deleted], San Francisco Division, to Georgetown, Guyana, arriving on October 4, 1980. The purpose of travel is to maintain liaison through American Embassy with Guyanese authorities and to ensure Bureau interests regarding the deportation of Lawrence John Layton.

The Criminal Division, US Department of Justice (DOJ) and the US Marshals Service (USMS) are coordinating through the US Department of State (USDS) to arrange for Layton’s return to the United States for the purpose of standing trial

for the murder of Congressman Leo J. Ryan.

On or about October 8, 1980, SAs Hale and [name deleted] will accompany the US Marshals and Layton in their travel back to the United States.

FBIHQ authority for the travel of BQ/MRA RYMUR case agent [name deleted] to Georgetown, Guyana, is being held in abeyance pending final arrangements with US Marshals for transportation of Layton to the United States.

San Francisco immediately advise FBIHQ re travel arrangements for SAs Hale and [name deleted].

Note: Reference is made to the memorandum dated 9/22/80, from [name deleted] to Mr. Revell, captioned “RYMUR,” in which you were advised that a sealed complaint with supporting affidavit and warrant is on file in the Northern District of California (NDC), at San Francisco, charging Lawrence John Layton with violation of Title 18, US Code, Section 251 (A) (D). Attached teletype sets forth the expectation of the US Attorney’s office, NDC, that a federal grand jury indictment of Layton will be obtained on or about 10/3/80.

FBIHQ is coordinating with the DOJ re the mechanics for the return of Layton to this country. DOJ concurs with the travel of Bureau agents to Georgetown, Guyana, and with their accompanying the US Marshals and Layton back to the United States.
