2. You may inform Layton and/or his attorney that he is not entitled to full validity passport due to provisions of 22 CFR 51.70(A).

3. We are awaiting a decision from Justice regarding question of officer to escort Layton to US. You will be notified immediately when we are informed of Justice’s decision.

4. Do not, repeat not, issue Layton card of identity or passport, without specific approval from Department (PPT/C).
