PURPOSE: To advise regarding the current state of RYMUR.
RECOMMENDATION: None. For information.
DETAILS: On 10/9/80, a Federal Grand Jury, Northern District of California, San Francisco, California, returned a sealed indictment charging Lawrence [Laurence] John Layton with violation of Title 18, USC, Section 351 (D) – Conspiracy to Murder; Section 351 (A), 2 – Aid and Abet Murder of Congressman; Section 1117 – Conspiracy to Murder an Internationally Protected Person; and Section 1116 (a), 2 – Aid and Abet Attempted Murder of an Internationally Protected Person.
On 10/10/80, US District Court Judge Samuel Conti, San Francisco, California, signed an order unsealing the indictment. A no bail warrant was issued for Layton’s arrest.
As you will recall, Layton was scheduled to return to the United States on 10/10/80 from Guyana. Layton was to have been escorted by FBI Agents of our San Francisco Office and arrested upon his arrival at JFK International Airport, New York. On 10/10/80 the Guyanese attorneys for Layton found the equivalent of a $35,000 civil suit against Layton for payment of legal fees. As result, the Government of Guyana continues to hold Layton on the outstanding charges stemming from the Port Kaituma assault.
