1. You should advise GOTT [Government of Trinidad and Tobago] Chief Immigration Officer Smith that Layton is traveling to the US voluntarily in the company of his attorney. While FBI Agents will accompany him on flight, he will not be in their custody. FBI has an arrangement with Layton whereby he will travel to San Francisco via New York. While we accordingly have no reason to believe that Layton will make any effort to
