Due to FBIHQ’s position not to make request of Department of Justice (DOJ) to designate FBI responsibility for the transport of Layton from Guyana to the US and the US Attorney’s, San Francisco, weak request of DOJ, the US Marshal’s Service is assuming full responsibility for the escort, transportation, and arrest of subject Layton.

Latest information relayed from American Embassy, Georgetown, Guyana, that Layton, under escort by US marshals,

will depart Guyana on November 14, 1980, on BWIA flight number 464 via Port-of-Spain, Trinidad. Flight will change to BWIA number 424 departing Port-of-Spain, Trinidad, at 4:45 PM, arriving nonstop JFK Airport, New York, at 9:45 PM. Subject will be arrested by US Marshal and taken before Magistrate and then continue to San Francisco in custody [of] US Marshal, San Francisco, on next available flight to San Francisco.

BQMRA is requested to contact US Marshal, Brooklyn, and be present at magistrate’s hearing.
