1. Dept has conferred with FBI Special Agent [Hale] in the matter of escort for Layton. Neither [Hale] nor any other FBI official will be going to Georgetown to accompany Layton. US Marshals will according to [Hale] only accompany Layton, i.e. he will not be in their custody. However, [Hale] assures dept. that the marshals will watch Layton’s movements very carefully.
2. [Hale] advises that US Marshals have no problem getting to Georgetown in time.
3. [Hale] intends to call Georgetown with respect to ticket Embassy is holding since it is actually [word deleted]
