1. Conoff visited Amcit [American citizen] Laurence J. Layton September 25 and October 23, 1980, at Georgetown prison. During the September 25 visit, Conoff assisted Layton in preparing an application for passport and made arrangements with prison officials to have passport photographs taken at the prison. Both tasks were accomplished, and consular section now has a travel document prepared for Layton’s eventual departure from Guyana.
