1. THREE RESERVATIONS IN EMBASSY’S NAME HAVE BEEN BOOKED FOR FRIDAY NOVEMBER 14 ON BWIA FLIGHT 464 TO PORT OF SPAIN, LEAVING GEORGETOWN AT 1445, AND FROM PORT OF SPAIN TO NEW YORK ON BWIA FLIGHT 424 DEPARTING 1645, ARRIVING NEW YORK 2145. CHANGE OF AIRCRAFT IS NECESSARY AT PORT OF SPAIN.

2. BECAUSE OF EARLY MORNING GUYANA AIRWAYS (GAC) DEPARTURE, DIRECTOR OF PUBLIC PROSECUTIONS [EMANUEL] RAMAO REQUESTED LATER DEPARTURE TO ENABLE HIM TO SUBMIT “NOLE PROSEQUI” NOTICE THE MORNING OF NOVEMBER 14. NEW FLIGHT ARRANGEMENTS WILL, WE ASSUME, NECESSITATE SUPPORT FROM TRINIDAD OFFICIALS DURING CHANGE PLANES AT PIARCO.

3. WE UNDERSTAND THAT US MARSHALS, RATHER THAN FBI, ARE SCHEDULED TO ESCORT LAYTON BACK. PLEASE ADVISE AT ONCE IF THERE IS ANY PROBLEM IN THEIR GETTING HERE. THE NEXT TIME THESE TWO BWIA FLIGHTS WILL OPERATE ON THE SAME DAY IS NOVEMBER 19, AT THE PORT OF SPAIN NEW YORK LEG IS NOW FULLY BOOKED.

4. WE ARE STILL HOLDING A TICKET TO NEW YORK FOR LAYTON BUT WILL NEED FISCAL DATA TO PURCHASE TICKETS FOR ESCORT OFFICERS. PLEASE CABLE THIS OR BE CERTAIN THEY WILL BRING IT WITH THEM.

5. WE BELIEVE THAT IF AT ALL POSSIBLE IT WOULD BE HELPFUL TO HAVE FBI AGENT [DONALD] HALE AS ONE OF THE ESCORT OFFICERS. HALE IS FAMILIAR WITH THE PEOPLE INVOLVED HERE, AND SHOULD THERE BE ANY PROBLEMS RESULTING IN A FURTHER DELAY IN LAYTON’S DEPARTURE, HIS PRESENCE HERE COULD PROVE USEFUL.

6. DPP RAMAO HAS REITERATED TO US IN A STRONG DESIRE TO PREVENT ANY PUBLICITY ON LAYTON’S EXPULSION UNTIL AFTER HE LEAVES GUYANA.
