SUBJECT: ALLEGATIONS THAT DECEASED JONESTOWN RESIDENTS APPEAR ON GUYANA VOTING LISTS
1. Confidential entire text.
2. The Department has recently received reports that twelve deceased former Jonestown residents appear as voters on the current electoral lists for Region One of the North West District. These allegations reportedly are contained in an undated PPP circular of some sort which was mailed from Guyana to the US. The press here has got wind of the story and has begun to ask questions.
3. The twelve names are as follows:

The PPP circular also gave the registration numbers for these purported voters. Can the Embassy verify the alleged PPP allegation?
4. In view of press interest in the foregoing matter, the overall voter fraud issue in Guyana and in the elections in general, we would welcome the Embassy’s suggestions for press guidance on these topics which the department could use.
