The Bureau airtel to San Francisco, fixed/21/79.

[Handwritten insertion: “Being sent under separate cover”] for Radio Engineering are two cassette tape recordings made by Douglas Ellice, Consular Officer, American Embassy, Georgetown.

For information, tapes being returned to the Bureau marked Tape 2 and Tape 3 were recorded on 11/18/78 from the home and telephone of Douglas Ellice. During the background of phone calls between Douglas Ellice and other parties are Ham radio transmissions being conducted between PT, Georgetown, and PT, Jonestown. San Francisco has reviewed tapes, and it is noted that on Tape 2, Side 1, meter reading 103-108, contain radio transmission from Jonestown from individual identified as Mike Carter. Person receiving transmission in Georgetown identified as Sharon Amos. Sharon Amos was broadcasting from Georgetown and talking on the phone at the same time, which resulted in both conversations being overheard by telephone monitoring of Douglas Ellice.

On Tape 2, Side 1, meter reading 109-136, is conversation of DCM Richard Dwyer in Jonestown, Guyana, talking to Sharon Amos in Georgetown.

Both of the above transmissions are audible and identity of persons making broadcasts are known and identified as above.

On Tape 2, Side 1, meter reading 145 and 146, is conversation between unknown male in Jonestown (possibly Mike Carter) and Sharon Amos.

On Tape 2, Side 1, meter reading 230-235, is radio transmission from Jonestown to Georgetown, parties unknown.

Tape 3, Side 1, meter reading 178-188, and meter reading 213-310, contain radio transmissions and background.

Radio Engineering is requested to conduct the following:

1. Attempt to enhance radio transmissions in background on Tape 2, Side 1, meter 230-235; Tape 3, Tape 3, Side 1, meter reading 178-188 and 213-310, and transcribe.

2. Compare radio transmission 103-108, positively identified as Mike Carter in Jonestown, to subsequent transmissions to determine if they are the same individual.
