Subject: RYMUR

PURPOSE: To advise of arrest warrants obtained by San Francisco Division regarding Lawrence [Laurence] John Layton and Ronnie Dennis.

RECOMMENDATION: None. For information.

DETAILS: On 1/12/79 AUSA Robert L. Dondero, San Francisco, authorized the filing of a complaint charging Lawrence John Layton and Ronnie Davis with a violation of 18 USC 351 (A) & (D). Complaint filed and warrant issued same date charging violation of the Congressional Assassination Statute (and its conspiracy paragraph). The complaint and warrants were sealed by the Court.

For information Ronnie Davis has been identified through investigation as being one of the participants in the shooting of Congressman Ryan and his party at the Port Kaituma Airport. A warrant has been issued for his arrest inasmuch as he has not been confirmed as being among the dead. It is, however, expected that he will eventually be identified as being among the dead at Dover.

Lawrence John Layton has been charged with the shooting of several PT defectors by Guyanese authorities in connection with captioned matter. Layton has been identified as initiating the outbreak of shooting aboard the aircraft at Port Kaituma Airport. A warrant has been issued at San Francisco regarding Layton so as to be prepared in the event that the Guyanese will release Layton without further prosecution.

It is therefore presumed that both warrants will eventually be dismissed in the United States based upon the death of Dennis and the successful prosecution of Layton in Guyana.
