Timothy James Carter was contacted immediately after his arrival aboard Pan American Airlines flight number 228 at the Pan American Terminal, John F. Kennedy International Airport (JFKIA), and was advised of the identities of Special Agents (SAs) [name deleted], Federal Bureau of Investigation (FBI), and [name deleted], United States Secret Service. (SA) [name deleted] advised Carter that the agents desire to interview him regarding an investigation into the assassination of United States Congressman Leo Ryan on November 18, 1978, in Guyana.

Carter advised that he understood the nature of the investigation, but stated that before he made any comments, he wished to see his attorney who he believed was present at JFKIA, and whom he identified as Jeremiah Guttman. (SA) [name deleted] advised Carter that arrangements will be made for Carter to speak with his attorney, Mr. Guttman, and requested Carter to furnish on a voluntary basis, prior to speaking with Guttman, background and descriptive data concerning himself. Carter stated that he had no objection to furnishing the above information and the following information was obtained by observation and interview:

At this point the interview was suspended in order that Carter could have a conference with his attorney, Mr. Guttman. Subsequent to speaking with Guttman, Carter advised that on the advice of legal counsel, he did not wish to make any further statement. Carter was then photographed and fingerprinted by personnel of the FBI and turned over to United States Customs personnel for processing.
