1. The Guyana police have informed the embassy of the arrest of an American citizen in connection with the shooting incident at Port Kaituma airstrip Nov. 18. This detainee has been identified as Larry Layton, the brother of Deborah Layton Blakee [Blakey] and the son of Lisa Layto [Layton], both of whom have been the subjects of welfare inquiries or other consular traffic in the past.
