1. We are not clear on what basis you assume survivors will not be given permission to leave Guyana for 72-hours. (reftel). Embassy reports some survivors may be authorized to depart as early as Monday, November 27th. Some will apparently not be released until early December. Some may be charged with crimes.

2. Given the uncertainty of departure timing and numbers, state concurs with re-deployment ALCE [Airlift Control Element] at this time. However, request you maintain contingency planning for pick-up of survivors on not more than 24-hours notice, such notice to be given any time after 0600 EST November 27th.

3. Our understanding is that the re-deployment of H-53’s will not occur until Hueys with extended range fuel tanks are operating to support embassy.
