In view of the fact that attorneys Charles E. Garry and Mark Lane were present at Jonestown, Guyana when Congressman Leo J. Ryan was assassinated and because both participated in negotiations with the Reverend Jim Jones with the congressman’s staff prior to Congressman Ryan’s trip to Guyana, as well as the fact that Mark Lane stated in interviews to news media that he warned the congressman of potential violence possibility, both Garry and Lane are to be interviewed by the FBI.

Available information indicates Garry is at his residence at San Francisco and Lane is at his Memphis, Tennessee

residence. San Francisco should immediately contact U.S. Attorney (USA), San Francisco and advise him of our intention to interview Garry and Lane. The USA should be asked if he desires to subpoena both men before a federal grand jury. If so, obtain subpoenas for Garry and Lane for service by interviewing agents, forwarding the appropriate subpoena to the Memphis Division for Lane. The subpoenas should be served at the time Garry and Lane are interviewed. Should USA not desire to subpoena Garry and Lane, San Francisco should sutel Memphis and FBI HQ. The Bureau will then provide appropriate background for Lane’s interview to Memphis, and Memphis and San Francisco will be instructed to initiate an immediate interview of the above attorneys.

San Francisco to immediately determine from USA if he desires those survivors who are returning to the United States and are to be interviewed at Charleston, South Carolina in the near future, be subpoenaed. If so, obtain subpoenas for these persons from USA for service in Charleston, South Carolina. Bureau authority granted for travel of San Francisco agent to Charleston, South Carolina should USA desire subpoenas as per

above. Columbia and Memphis advised for information.

NOTE: Above alerts Memphis to interview Mark Lane, Attorney for Peoples Temple, and instructs San Francisco to contact USA regarding any subpoena he may desire to serve on Lane and co-counsel Charles E. Garry. Should subpoena desired, same will be served by interviewing Agents at time of interview. Should no subpoena be required, receiving offices will be instructed to proceed with interviews upon receipt of suitable background. San Francisco also instructed to contact USA regarding subpoena of survivors who will shortly be interviewed at Charleston, South Carolina, and Bureau authority granted for travel of Agent to deliver subpoena if necessary.
