Re Dallas teletype to the Bureau and San Francisco, dated November 22, 1978.
For information of St. Louis, on November 21, 1978, [deleted name] [Hargrove], white male, born [deleted], SSAN [deleted], was contacted by Bureau agent, Dallas Division, and advised he had been approached by unknown individual to participate in “military action” in South American country of Guyana, to assist in a “hit” on some Red Cross people and newsmen in that country. [Hargrove] had previously contacted Naval Investigative Service officer in Dallas, Texas, on

November 10, 1978, and furnished other information regarding his approach by three unidentified individuals to participate in combat operations in Nicaragua, Central America. This information also furnished to Bureau agents, but substance of information furnished to NISO not consistent with what was furnished to Bureau agent. In interview with NISO on November 10, 1978, [Hargrove] did not mention he had been approached to go to country of Guyana to accomplish “hit” on Red Cross and news people.
NISO has advised subject evasive and uncooperative in answering questions regarding military operation in which he was supposed to become involved, and [Hargrove] desired to be paid for any cooperation he would give NISO.
[Deleted information] authorities currently conducting an investigation regarding [Deleted information] as relates to [Deleted information] attempted sales of stole[n] diamonds to [Deleted information] Police Department informant. [Deleted information] Police Department investigation has determined [Deleted name] attempting to sell glass to informant as diamonds for sum of $40,000. If [Hargrove] showed any signs of mental instability during military service. 3. Circumstances and type of discharge received or any of the pertinent information regarding [Hargrove]’s character, personality, and background. 4. Type of duties [Hargrove] aside while in military.
