Subject: RYMUR

PURPOSE: To request special major case number for Time Utilization Record Keeping (TURK) purposes in connection with captioned matter.

RECOMMENDATION: If approved, a special major case number will be assigned to captioned investigation.

DETAILS: “RYMUR” is code name for Bureau-wide special involving investigation of the murder of Congressman Leo J. Ryan, 11/18/78, in Jonestown, Guyana. Bureau investigation is focusing on determining whether or not a conspiracy existed between members of the Peoples Temple Church in the United States and followers in Guyana, as set forth in the Congressional Assassination Statute. In view of the fact nationwide leads are expected and Congressional interest in this matter, a special major case number for TURK purposes is deemed necessary.

The Administrative Services Division (ASD) concurs with recommendation of Criminal Investigative Division (CID) to assign captioned matter a major case identifying number. CID should notify, by teletype, each field office with investigative responsibility in captioned matter of the major case identifier number and inform each office to ensure compliance with instructions regarding major case identifying numbers set forth in Manual of Administrative Operations and Procedures, pages 337 and 338. This letter will be assigned major case number 16.
