Subject: RYMUR: POLICE PROTECTION – MISS SPEARS [Jackie Speier]

PURPOSE: To advise of a Department of State (DOS) concern regarding termination of police protection for Jackie Spears, aid [aide] to Congressman Leo Ryan.

SYNOPSIS & DETAILS: At approximately 1:00 a.m., 11/23/78, Dick McCoy, DOS, (home phone [deleted]) advised that he just received a call from Miss [name deleted], roommate of Jackie Spears aid of the slain Congressman Leo Ryan. Miss [name deleted] was upset over the projected termination of police protection for Miss Spears at 8:00 a.m., 11/23/78. The source of Miss [name deleted]’s information regarding termination of the University of Maryland Police Security Guard was not known to Mr. McCoy.

SA [name deleted] contacted Sergeant [name deleted], University of Maryland Police, 528-6882, who after conversation with [name deleted] of the University of Maryland’s Shock Trauma Center, where Miss Spears is a patient, indicated that police protection would not be perceptible from Miss Spears. [name deleted] indicated that the campus police are desirous of having some other agency relieve them of the security responsibility by the evening of 11/23/78. [name deleted] provided his telephone numbers as follows:

SA [name deleted], the Baltimore Duty Agent, was advised of the foregoing at 1:40 a.m. SA [name deleted] indicated he would notify ASAC James Dolan regarding the above. [name deleted] will recommend to Dolan that appropriate steps be taken to insure that security is provided to Spears through the U.S. Marshal’s Service or the Baltimore Police Department.

RECOMMENDATIONS: That the Criminal Investigative Division recontact FBI Baltimore to ascertain the status of security arrangements for Miss Spears.
